The Ministry of Education has welcomed calls by the Ghana Catholic Bishops’ Conference for greater transparency and accountability in the Computerised School Selection and Placement System (CSSPS).
In a statement dated September 15, 2026, the Ministry said it also welcomed the call for an eventual review of the placement system, stressing its commitment to ensuring that merit, fairness and transparency remain at the heart of the process.
The Ministry emphasised that the CSSPS is fundamentally a merit-based system, with merit taking precedence over protocol in the placement of qualified candidates.
It said the objective is to ensure that placement decisions are guided by established criteria and that every qualified student is treated fairly within the approved placement framework.
At the same time, the Ministry acknowledged the need for continuous improvement and strengthening of the system.
It announced that following the conclusion of the current placement exercise, it would establish a Technical Working Committee to undertake a comprehensive review of the placement process.
According to the Ministry, the review will examine the various components of the CSSPS, identify areas requiring improvement and strengthen transparency and accountability.
The committee is also expected to make recommendations aimed at ensuring that the CSSPS remains credible, efficient, fair and responsive to the needs of students, parents and schools.
The Ministry further reiterated that CSSPS placement is free and that no parent or candidate is required to pay money to secure a placement or have an existing placement changed.
It urged parents and guardians with credible evidence that an official of the Ministry, the Ghana Education Service, the CSSPS Secretariat, the Ghana Technical and Vocational Education and Training system, or any third party is demanding money in connection with school placement to report the matter to the appropriate law enforcement bodies for investigation.
The Ministry said the identity of anyone who reports such a case will be protected.
It said it remains committed to protecting the integrity of the CSSPS and ensuring that merit, fairness and transparency remain central to the placement process.
