Ghana’s Parliament has once again passed the Narcotics Control Commission (NACOC) Amendment Bill 2023.
This follows a Supreme Court judgement shooting down section 43 of the Narcotics Control Commission Amendment Act 1019 passed in 2020.
The judgment which was re-enforced at review argued the section was not debated by MPs during the consideration stage of the bill.
Speaking ahead of the passage, Interior Minister, Ambrose Dery and Majority leader Osei Kyei-Mensah-Bonsu both accused the Justices of the Apex Court of lacking understanding of legislative procedures.
Dery described the judgment as untenable arguing the decision has cost Ghana billions of dollars.
Should the Bill receive presidential assent, individuals and companies can apply for licenses to cultivate industrial cannabis but not recreational ones.
