The Minister for Roads and Highways, Governs Kwame Agbodza, says government has begun the process of reintroducing road and bridge tolls with a focus on modernising toll collection systems.
Speaking at the Government Accountability Series in Accra on Wednesday, July 30, Mr Agbodza, who is also the MP for Adaklu, stated that “to improve road maintenance financing, the Cabinet has approved the reintroduction of road and bridge tolls, with a focus on modernising toll collection infrastructure.”
He outlined key features of the new tolling regime, including a full transition to “electronic and automated tolling systems,” which he said would deliver “enhanced transparency and auditability of revenue flows,” as well as “improved user experience and reduced congestion at toll points.”
As part of implementation, the Ministry has initiated a concessionaire prequalification process to select firms capable of operating the new electronic tolling system.
“Public advertisements have been issued, a prequalification conference was held on 3rd July 2025, and twelve firms have submitted applications which are currently under evaluation,” Mr Agbodza disclosed.
He added that proposed new toll rates have already been submitted to Parliament through the Ministry of Finance. These rates, he noted, are “structured to be fair, transparent, and reflective of road usage intensity.”
According to the Minister, the reform is aligned with government’s broader vision to digitise public services while maintaining fiscal discipline.
“This modernisation supports our commitment to digital transformation and fiscal discipline,” he emphasised.
The reintroduction of tolls is expected to provide a sustainable source of funding for road infrastructure and maintenance across the country, after the previous tolling regime was suspended in 2021.
