The three main pre-tertiary teacher unions have declared that their nationwide indefinite strike will continue as a recent meeting with government failed to produce concrete commitments on their outstanding grievances.
The National Association of Graduate Teachers (NAGRAT), the Ghana National Association of Teachers (GNAT) and the Pre-Tertiary Teachers Association of Ghana (PTERTAG) began the industrial action on 25 September, 2026 after the government missed a 24 September deadline to address their demands.
These include payment of promotion arrears, placement of promoted teachers on the payroll, the deprived-area allowance, and the opening of negotiations on a new collective agreement on conditions of service.
Speaking to Star News, NAGRAT President Jacob Anaba said the unions left the meeting dissatisfied.
On the issue of promoted teachers, he noted that the unions had already submitted the necessary data for the Controller and Accountant-General’s Department to place the teachers on the correct salary scales automatically.
“Controller issued a letter the night [of the meeting] indicating a shift of blame to some other quarters, showing bad faith to us. That is what I mean by it was unsuccessful,” Anaba said.
Anaba listed three clear requirements for any resolution which he said include ensuring that all promoted teachers are validated by the Controller, appear on the correct salary scale on the payroll, and receive confirmation that the arrears have been credited to their accounts.
“A clear roadmap must be agreed for negotiations on the collective agreement, including start and end dates. The Minister has proposed a meeting on 6 October; the unions want members informed once negotiations are completed within an agreed timeframe…,” he said.
On the deprived-area allowance, the Minister indicated that 11,300 teachers are eligible. According to him, the unions will validate that list with government.
Although a committee has been set up to act as an intermediary beyween the unions and the government, the unions insist government must sign a Memorandum of Understanding (MoU) guaranteeing that the allowance will we paid to teachers in the designated schools starting January 2027.
“We want to see action on it in terms of getting the allowance come January 2027,” Anaba emphasised.
