Education specialist Divine Kpe has called for the Ghana Education Service (GES) to submit a master list of promoted teachers to the Controller and Accountant-General’s Department (CADG) to fast-track the payment of their outstanding salaries.
Speaking to Joshua Kodjo Mensah on Morning Starr on Starr FM, Divine Kpe said government could expedite the payment process by relying on the master list of teachers who have been promoted, rather than waiting for GES to complete all the required inputs before payments are made.
He argued that GES already knows the teachers who have been promoted and those affected by the payment delays, making it possible for the Controller and Accountant-General’s Department to begin processing their payments.
Divine Kpe said the remaining administrative and manual inputs could be completed after payment if they are still required.
“The Controller could be directed to receive the master list of the people so that you don’t go and then go ahead to process within this short period and pay them,” he said.
He also suggested that the Finance Ministry could release funds through a supplementary budget to enable the payments to be made before the end of October.

According to him, if government considers the issue urgent, it should take practical steps to ensure teachers receive their monies as early as possible instead of treating the end of October as a fixed deadline.
Divine Kpe further called for President John Dramani Mahama to intervene and bring the relevant institutions together to resolve the payment challenges.
“Greater coordination among GES, the Controller and Accountant-General’s Department, and the Finance Ministry could help prevent further delays in paying affected teachers”. He said.
