The National Service Authority (NSA) has announced a new partnership with Absa Bank Ghana and the National Service Personnel Association (NASPA) to introduce an overdraft facility aimed at supporting National Service Personnel (NSPs) facing delays in allowance payments.
The initiative, unveiled in a statement dated April 17, 2026, is designed to provide immediate financial relief to service personnel across the country by addressing challenges associated with the monthly allowance disbursement cycle.
Director-General of the NSA, Ruth Dela Seddoh, acknowledged the impact of payment delays on personnel, stating that the Authority is taking decisive steps to ease the burden.
“We hear the frustration of our service personnel, and we are taking concrete action. Delays in release of funds have, at times, placed hardship on young graduates serving their nation,” she said.
She added that the collaboration, facilitated by NASPA, ensures that service personnel are not left stranded due to timing gaps between service delivery and allowance payments.

Under the agreement, Absa Bank Ghana will provide qualifying NSPs with an overdraft facility of up to 85 percent of their monthly allowance. The facility comes with zero interest during the delay period, requires no collateral, and will be automatically repaid once the NSA releases the delayed funds.
The overdraft is available to all active NSPs who hold an Absa Ignition Account, a youth-focused banking product that offers zero maintenance fees, a free international debit card, and travel insurance cover of up to GHS 100,000. Interested personnel can open the account through the NSA student online submission portal.
Managing Director of Absa Bank Ghana, Edward Nartey Botchway, said the initiative is intended to cushion young graduates against financial pressure caused by delayed payments.
“At Absa, we understand how allowance delays can put real pressure on young graduates, especially when they are trying to cover basics such as rent and transport,” he noted.
“This collaboration… aims to bridge that gap and ensure that a delay in disbursement does not become a crisis for our national service personnel,” he added.
The NSA reaffirmed its commitment to improving service delivery and ensuring timely payment of allowances, while commending the dedication of service personnel contributing to national development.
