Finance Minister Dr. Cassiel Ato Forson has stated that the removal of the Electronic Transfer Levy (E-Levy) has weakened the country’s revenue generation efforts.
Presenting the 2026 Budget Statement and Economic Policy in Parliament on Thursday, November 13, Dr. Forson said government revenues have remained stable despite scrapping what he described as a “nuisance tax” earlier this year.
He explained that improved tax compliance, digital revenue systems, and expanded production in key sectors have helped sustain fiscal performance, even without the controversial levy.
The E-Levy, introduced in 2022, imposed a tax on electronic transactions including mobile money transfers, but was widely criticized for burdening low-income earners and discouraging digital payments. The Mahama administration scrapped the policy as part of broader tax reforms to promote financial inclusion and ease the cost of living.
