Ghana is set to strengthen its downstream petroleum sector after the Tema Oil Refinery (TOR) announced the resumption of crude oil refining operations following several years of inactivity.
The restart comes after the successful completion of major Turnaround Maintenance (TAM) works on the Crude Distillation Unit between August and October 2025.
Subsequent regulatory inspections confirmed that the facility meets all required international safety and operational standards.
In announcing the development, TOR described the resumption as “a historic milestone in the revitalization of Ghana’s downstream petroleum sector.”
Following the maintenance works, the National Petroleum Authority granted regulatory clearance, allowing TOR to begin phased operations focused on system stabilisation and performance optimisation ahead of full recommissioning.
TOR attributed the revival to strong government backing, expressing appreciation to President John Dramani Mahama for his “continued support, vision, leadership, and steadfast dedication and commitment to the restoration of TOR as a critical pillar of Ghana’s energy infrastructure.”
The refinery also commended the Minister for Energy and Green Transition, Dr. John Abdulai Jinapor, for his role in aligning technical execution with national energy priorities.
