The Minister for Roads and Highways, Kwame Governs Agbodza, has disclosed that government is nearing the selection of a concessionaire to roll out Ghana’s new electronic road tolling system.
He made the announcement during an engagement with contractors on the Tema Motorway expansion project on Tuesday, March 31, where he directed them to revise elements of the design to accommodate electronic tolling instead of the previously planned manual toll booths.
According to the Minister, the transition forms part of a broader strategy to modernise toll collection and improve efficiency in revenue mobilisation for road infrastructure.
Ghana’s road toll system was suspended in November 2021 under the previous administration, which cited congestion at toll booths and inefficiencies in collection.
The decision, however, created a significant revenue gap, as tolls had been a key source of funding for road maintenance and development.
Government has since been working on reintroducing tolls in a digital format to eliminate traffic delays and enhance transparency in collections.
Agbodza indicated that the upcoming system will ensure that all proceeds from tolling are ring-fenced specifically for road construction and maintenance.
He noted that the Tema Motorway expansion project, valued at about $350 million, is expected to serve as a major anchor for the new tolling regime, with revenue generated helping to fund road projects in other parts of the country.

The Ministry is expected to announce the selected concessionaire in the coming weeks as preparations advance toward the full rollout of the electronic tolling system.
