The Chief Executive of the National Health Insurance Authority (NHIA), Dr. Victor Asare Bampoe has revealed that every district in Ghana will benefit from the Free Primary Healthcare (FPHC) Policy by the year 2028.
Speaking on GHOne TV’s State of Affairs on Monday, April 13, 2026, Dr. Bampoe outlined a comprehensive roadmap designed to eliminate financial barriers to basic medical services, ensuring that “no Ghanaian is left behind” in the quest for Universal Health Coverage (UHC).
According to Dr. Bampoe, the ambitious policy, aims at decentralizing care, moving beyond major hospitals to meet citizens where they live and work.
Dr. Bampoe added that the rollout will utilize a tiered approach, which involves integrating various levels of the existing healthcare infrastructure.
In a move to modernize and decentralize access, Dr. Bampoe revealed that the program will eventually expand to include community pharmacies and school sick bays, ensuring that students and urban residents can access care without visiting a traditional hospital setting.
”The Free Primary Healthcare policy will involve CHPS compounds, health centres, polyclinics, and eventually community pharmacies and school sick bays,” he said.
He added that the policy has a 2028 target mark.
“By 2028, all districts will benefit from the Free Primary Healthcare Policy…,” he assured.
The Primary Healthcare Policy is a significant milestone in Ghana’s journey toward Universal Health Coverage (UHC).
