Member of the New Patriotic Party (NPP) Communications Team, Grace Akosua Amoabeng, has called on the National Democratic Congress (NDC) government to account for how proceeds from the Energy Sector Recovery Levy, commonly known as the D-Levy, have been utilised.
Speaking on GHToday on GHOne TV, Madam Amoabeng questioned the transparency surrounding revenue generated from the levy, which imposes a one cedi charge per litre of fuel purchased.
“We know they are taking D-Levy, we don’t know how much they’ve received, what they’ve used the money for,” she stated.
According to her, Ghanaians were informed that the levy was introduced specifically to address debts in the energy sector, but there remains little public clarity on how much has been collected or how effectively the funds have been applied.
“How much was the debt? How much have they gotten… How much debt settlements have they made?” she asked.
Madam Amoabeng argued that despite the levy, concerns remain over significant debts owed to fuel suppliers and continued power generation challenges.
“We wake up one morning and we know that they owe almost 500 million dollars and 200 million dollars to people who supply fuel to some of these plants,” she claimed.
She also criticised government’s handling of recent power supply issues, stating that “this government[NDC] is trying to push blames on people but they’re not trying to take responsibility of whatever is going on in the energy sector.”
The NPP communicator further urged government to maintain and utilise existing energy recovery strategies where necessary to improve power sector performance.

“If it is a plan that’s supposed to help the energy sector work better, I think they should use it,” she stated.
Grace Akosua Amoabeng maintained that stable electricity supply remains critical not only for major industries but also for small businesses and young entrepreneurs whose livelihoods depend heavily on reliable power.
