Buying public lands at ‘ridiculously low price is not necessarily a crime’ – Srem Sai

Dr. Justice Srem Sai says purchasing public lands at “ridiculously low prices” does not necessarily constitute a crime.

The Deputy Attorney General, Dr. Justice Srem Sai has said his office is still considering the appropriate civil mechanism to use to recover public lands which were allegedly acquired at ‘ridiculously low price’ during the Akufo-Addo administration.

Speaking on State of Affairs on GHOne TV on Monday, October 20, 2025, the Deputy Attorney General said petitions on the sale of public lands at prices believed to be ‘ridiculously low’ were part of complaints filed with his office as part of ORAL on assumption of office of the Mahama administration.

Most of these lands, although located at prime locations, were, in the opinion of the petitioners sold at prices which were low.

“The allegation is that they were bought a ridiculously low price. That was the main allegation. Now the question again is the fact that the prices were low themselves would not be criminal in terms of someone committing a crime,” he said.

Although he believed acquiring lands from the government at prices believed to be ridiculously low does not constitute a crime, his office is still looking for the appropriate means to use to bring justice to the people.

“What we are looking at is which civil vehicle or civil law mechanisms could we use to reverse some of the sales. But that government has sold lands to you at a ridiculously low price is not necessarily a crime for you to prosecute but we can recover those lands by other civil mechanisms to bring justice to the people. So we are looking at that option,” he said.

Dr Srem Sai also added that the office of Attorney General is yet to initiate actions on the sale of the Electricity Company of Ghana (ECG) to PDS because investigation is still ongoing and part of the PDS issue is also under arbitration.

“Investigation is still ongoing and you know a part of the PDS issue is still under arbitration. Yes, so investigations are still ongoing. When crimes are specifically identified, we will deal with them,” he said.
