The Controller and Accountant-General’s Department (CAGD) has clarified that it has completed the processing of all valid teacher promotion cases submitted by the Ghana Education Service (GES).
The clarification follows concerns from teacher unions, including the Ghana National Association of Teachers (GNAT), the National Association of Graduate Teachers (NAGRAT) and the Pre-Tertiary Teachers’ Association of Ghana (PRETAG), over delays in placing promoted teachers on their appropriate salary scales.
According to the Department, 6,079 completed promotion cases, together with the relevant promotion letters, had been submitted by GES as of September 22, 2026.
CAGD said all the cases received had been processed, with the affected teachers receiving their applicable promotion arrears as part of the September 2026 salary payments.
“It must therefore be emphasised that CAGD has processed every valid case received from GES,” the Department stated.
It explained that cases involving teachers who are yet to receive their promotion-related salary adjustments may be those for which GES has not submitted the required documentation.
“Any outstanding payment therefore relates to cases for which GES is yet to submit the requisite documentation for validation and processing,” CAGD said.
The Department stressed that it can only validate promotions and effect the corresponding salary adjustments after receiving the necessary documents from the employer.
“CAGD can process promotion-related salary adjustments only upon receipt of the required documentation from the employer,” it stated.
At a stakeholder meeting on August 31, 2026, involving the Ministry of Education, GES, teacher unions and CAGD, it was agreed that GES would submit the master list of promoted teachers, promotion letters and completed input forms to enable CAGD to process promotion arrears effective January 1, 2026.
