The Constitutional Review Committee (CRC) has proposed that the Chairman of the Electoral Commission (EC) and each of the Deputy Commissioners serve a single, non-renewable term of 10 years or until they reach the age of 65, whichever comes first.
Presenting the recommendation in the committee’s final report to President John Dramani Mahama on Monday, December 22, Chair of the committee, Prof. H. Kwasi Prempeh, explained that the reform aims to strengthen institutional independence and reduce political influence in the leadership of the Electoral Commission.
“The Committee recommends an amendment to Article 223 to provide that the Commissioner and each of the Deputy Commissioners of the Commission shall hold office for a single, non-renewable term of ten (10) years or upon or until he or she attains the age of 65 years, whichever is earlier.”
Prof. Prempeh stated that anyone who has served as Commissioner or Deputy Commissioner will be ineligible for appointment to any other public office for a three-year cooling-off period after retiring or resigning.
This provision, the committee noted, is intended to safeguard the impartiality of the Commission and ensure public trust in its decisions.
The Committee stressed that the proposed term limits and cooling-off period would create stability in the EC while preventing the politicization of key leadership roles, ultimately reinforcing the integrity of Ghana’s electoral system.
