Finance Minister Dr. Cassiel Ato Forson has assured that Ghana’s borrowing strategy will prioritize transformative projects, following significant progress in Ghana’s debt sustainability indicators.
Speaking during a meeting with H.E. Mr. Abdullah KH ALMUSAIBEEH, President of the Arab Bank for Economic Development in Africa (BADEA), Dr. Forson said borrowing will no longer finance recurrent spending or short-term consumption.
“New borrowing will be directed strictly toward projects with lasting economic and social impact,” Dr. Forson stated.

Ghana’s total public debt declined from GHC 763.8 billion (64.9% of GDP) in July 2024 to GHC 628.8 billion (44.9% of GDP) in July 2025, according to data from the Bank of Ghana.
Highlighting infrastructure as a key priority, the Minister pointed to the planned Accra–Kumasi motorway project, explaining that feasibility studies are underway and the road is expected to be completed within two and a half years.

On his part, BADEA President H.E. ALMUSAIBEEH praised Ghana’s focus on sustainability and transformation, pledging the Bank’s readiness to support large-scale infrastructure and development projects that align with Ghana’s long-term economic objectives.
